The sanctuary is maintained by volunteers and supported by local ordinances—visitors must stay on designated paths, avoid touching the butterflies, and keep pets out to ensure minimal disturbance Pacific Grove’s commitment to monarch conservation dates back to the early 1990s when city residents voted to protect overwintering habitat, funding the sanctuary's creation and its ongoing care. However, recent years have seen significant declines in monarch populations—counts that once peaked in the tens of thousands have dropped drastically, with some years witnessing fewer than 1,000 butterflies. Still, Pacific Grove remains a beacon for conservation efforts, education, and public engagement.
