Handicapped! Propaganda poster for the Artists' Suffrage League shows a woman in a rowboat, struggling in high waves, while a man relaxes on a sailboat with a sail labelled "votes". Westminster Palace can be seen in the background. Printed by Carl Hentschel Ltd., 182, 183 & 184 Fleet Street, E.C., London, UK, 1910s.
Women's suffrage or woman suffrage is the right of women to vote and to run for office. The expression is also used for the economic and political reform movement aimed at extending these rights to women and without any restrictions or qualifications such as property ownership, payment of tax, or marital status. The movement's modern origins are attributed to 18th century France. In 1906, Finland was the first nation in the world to give full suffrage  (the right to vote and to run for office) to all citizens, including women. New Zealand was the first country in the world to grant all citizens the right to vote, in 1893, but women did not get the right to run for the New Zealand legislature until 1939. 
 Women's suffrage has been granted at various times in various countries throughout the world, and in many countries it was granted before universal suffrage. Women’s suffrage is explicitly stated as a right under the Convention on the Elimination of All Forms of Discrimination Against Women, adopted by the United Nations in 1979.

I hung this in the stairwell of our house,  near some other Renoir pictures.  My daughter says it looks like she is looking at her when she walks up the stairs.
it's called "The Excursionist",  she is holding a walking stick.   Renoir was an impressionist,  I don't think this is an actual person. The finished framed picture arrived and looks better than the online pic - Beautiful!
